I have the houer to bring to your notice that the Governor of this Colony acting in direct opposition to Her Majesty's requlations has recently interfered with my command of her Majesty's Forces in China on three seperate occasions, and Contrary to any regulation or Custoon that I can trace has submitted my ackout and letters ou-purely Mitching maller to his Executive Council, for discussion and opinion.
